You’ll need a series of commands, but it can be done a bit easier than you showed. First some blatant self promotion: I wrote a blog about bossbars not too long ago, maybe a good read?
There is no «one» command for all mobs because mobs have different health values and if you want your bossbar to match that value exactly you’d have to tune it. Otherwise your bar will either display too little (already emptied a bit) or too much (players start fighting and the bar won’t lower for a while).
Step one: determine the mobs max health. For example when checking a horse:
/data get entity @e[type=minecraft:horse,limit=1] Health
This shows me that a (healthy) horse has 25 health maximum.
Create the bossbar:
/bossbar add mob «Mobs health»
Set the maximum value to 25, so that it matches the horse:
/bossbar set minecraft:mob max 25
Now you’re ready to check a horse. I would suggest to rely on tags, that makes it easier to pinpoint a specific horse which you want to check up on.
First you’ll need a repeating command block which adds the mobs health into the bossbar, but only if that mob actually exists. Because I’m using tags I can use this
/execute if entity @e[tag=boss] store result bossbar minecraft:mob value run data get entity @e[tag=boss,limit=1]
So this would only run if there actually is an entity out there which is tagged as boss. When so it’ll check its health and dump that into the bossbar. This makes the bossbar somewhat usable in a generic way.
Next step: making the bar visible to players. I’d suggest a range of 20 blocks around the mob?
Anyway, that can be done by adding a chain command block to the previously repeating command block. I’d set it to conditional though:
/execute at @e[tag=boss] run bossbar set minecraft:mob players @p[distance=..20]
So this would make the bossbar visible to all players who are within a 20 block radius around the mob.
And that should do it, hope this can still help.
(edit) Forgot to mention; you can activate this setup by actually tagging a mob. So, for example, to tag a horse next to me as boss I’d use something like:
/tag @e[type=minecraft:horse,distance=..5,limit=1] add boss

Boss Bars Plus
Hello! This pack makes the boss bars themed more towards what boss they are for! On the Raid Bar, there are bells, but I don’t know how I like that, so I might change that later.
This pack will not work if you simply drop the zipped file into your texture pack folder. You must unzip the folder, and then inside you will see two folders. One will be «Blue End», and the other will be «Default». If you would like the EnderDragon Boss Bar to be blue to go along with my Blue End pack, then open «Blue End». Inside Blue End you will find a folder called «Boss Bars +». That is the file you will drag to your texture pack folder. If you want the default purple bar, then simply open the «Default» folder and drag the «Boss Bars Plus» folder into your texture pack folder.

Данная команда своим названием говорит про создание/редактирование/удаление Полоски/Бара здоровья (как у босса)
Попробуем разобрать настройки /bossbara. Введем просто /bossbar. Нам выведется 5 действий с ней.
get — получить полоску/бар
remove — удалить полоску/бара

Разберем каждое действие.
Чтобы создать полоску здоровья как у босса, нам нужно ввести команду:
Id отличается от Name тем, что id — это название bossbara в целом. Его нельзя будет изменить, только работать с ним. Name — это имя Bossbara, имя полоски здоровья которую мы увидим/изменим или удалим.
В «id» можно написать любое Английское название или слово. Допустим Ficsiki229.
Отлично! Мы создали самый простой Bossbar.
Прописав данную команду, в чат выведется информация о количестве активных боссбаров.
Данная команда способна удалить bossbar, на случай если он вам больше не нужен, пропишите команду…/bossbar remove «Имя Боссбара»
А теперь мы перейдем к самой интересной части нашего BOSSBARA!
При попытке написать команду. /bossbar set «Имя Боссбара»
Вам необходимо будет указать один из ниже параметров:
Color — Установка цвета Bossbarа.
Max — Установка максимального значения Bossbara.
Name — Изменение названия Bossbara (В формате JSON).
Players — Установка видимости Bossbara конкретным сущностям.
Style — Установки стиля Bossbara
Value — Установка значения Bossbara
Visible — Изменение видимости Bossbara
А теперь разберем все по порядку!
Сначала сделаем наш Bossbar видимым для нас./bossbar set «Имя Боссбара» players @p
Вместо @p подойдут и другие селекторы, а также ник игрока, или определенные сущности с определенными NBT — тегами.
Изменение имени нашего Bossbara./bossbar set «Имя Боссбара»
Чтобы установить максимальное значение для боссбара, пропишем/bossbar set «Имя Боссбара» «Максимально число»
Пускай будет это число 15, почему нет?
Value по стандарту стоит 0, но если вы хотите поставить другое значение, пропишите/bossbar set «Имя Боссбара» «Минимальное число»
Visible — Это видимость Боссбара для всех./bossbar set «Имя Боссбара» visible true/false
True — видимый, False — невидимый
Style — Создает определенный стиль для Боссбара
Progress — Стандартный стиль Боссбара (Как у Эндер-Дракона)
Сейчас объясню что это такое.
Пропишем команду/bossbar set «Имя Боссбара» style notched_6
и пропишем также команду /bossbar set «Имя Боссбара» value 6
Наш Боссбар разбился на отдельные части. Так как мой боссбар установлен на максимальном значении 15. У меня вышел неровный стиль.
notched_6 — число 6 отвечает за деление максимального значения на это число (6)
Color — Изменение цвета нашего Bossbara/bossbar set «Имя Боссбара» color «Цвет»
Цветов достаточно много в Майнкрафте, и вы сами найдете себе нужный.
Данная команда изменяет цвет самого Боссбара и его Названия, проверим это прописав команду /bossbar set «Имя Боссбара» color blue
Также если вы хотите изменить только цвет имени боссбара. Нужно прописать команду
/bossbar set «Имя Боссбара» name
Get — узнает значения Боссбара из параметров ниже…
►Вывод Bossbara конкретной сущности
Выведем Боссбар конкретной сущности, который будет заполнятся когда у вас будет регенерироваться здоровье
Пропишем команду:/execute store result bossbar «Имя Боссбара» value run data get entity @a[limit=1] Health
Если у вас будет 20 здоровья, /bossbar будет на максимуме. 1 здоровье, будет в начале.
value run data get entity @a[limit=1] Health полужирные значения можно изменить на свои.

Настройка плагина:
Заголовок:
Заголовок босса. Может быть цветным и, с PlaceholderAPI, поддерживает заполнители. Поддерживает анимацию
Цвет босса. Может быть анимированным.
Допустимые цвета:
Розовый, синий, красный, зеленый, желтый, фиолетовый, белый.
Это не работает в версиях 1.8 и ниже. В этих версиях он будет иметь классический фиолетовый цвет.
Стиль:
Стиль бара босса. Также может быть анимированным.
Допустимые стили:
сплошной, сегментированный-6, сегментированный-10, сегментированный-12, сегментированный-20.
Это также не работает в 1.8 и ниже.
Здоровье:
Максимальное здоровье:
Задержка:
(в тиках) между обновлениями панели босса. Значение по умолчанию: 20 (= 1 секунда).
Разрешение:
Включённые миры:
Миры, в которых активирована панель. Если это указано, Disabed-Worlds игнорируется. Это можно поместить в основной конфиг (отступ в 0 пробелов, над или под всеми барами), чтобы применить его к каждому бару.
Каждое имя мира должно начинаться с новой строки и начинаться с дефиса (-)
Выключенные миры:
Почти так же, как Enabled-Worlds, хотя это указывает на миры, в которых отключена панель.

Когда отображать эту панель боссов (начиная с версии 1.4.0)
Может быть:
всегда (по умолчанию), при присоединении, при присоединении, при первом присоединении, при изменении мира, при возрождении, при разрыве блока
Блоки на месте блока:
Работают только тогда, когда для параметра Дисплей установлено значение «Разрыв блока» или «Место блока».

Конфиг плагина:
#Циклы между цветами красный и синий
#Обновление каждые 100 тиков (= 5 секунд)
#Установите здоровье барда и максимальное здоровье игрока
#Цвет в зависимости от прогресса!
Color: ’25=red, 50=yellow, 100=green’
#Вы можете включить-миры и отключить-Миры на каждом баре.
#Если на панели указан один из этих ключей, он не будет смотреть на ключи в основной конфигурации (внизу этого файла)
#Использование позволило-миров, чтобы создать список, который позволит только в барах, чтобы показать в этих мирах
#Используйте Disabled-Worlds для создания черного списка, который скроет панель босса в этих мирах
#Если указан параметр Enabled-Worlds, это ничего не делает
